ENERGY SAVING WITHOUT BORDERS

-  Polish-Ukrainian cooperation based on Scandinavian standards

Project Description

 

The Foundation, a precursor of the term “energy saving” has been operating for 18 years. Over ten years of experience gained by the Foundation and relations with many institutions and individuals who do not remain indifferent to reasonable energy management resulted in our decision to undertake steps to solve the problem, which in our opinion requires action. The phenomenon of wasting energy is visible in many environments. The more pressure we put on growing awareness of personal contribution in energy conservation the better the results in efficient energy saving. Often these are treated more as a whim than a necessary measure of energy conservation.

 

This situation is slowly changing in Poland for the better. However, the situation is much worse in Ukraine. Different economic and political conditions mean that energy conservation is not treated seriously. As we see it Ukraine aspiring for EU membership must follow the same route as Poland and the moment is ripe to undertake steps towards relevant mentality transformations. The energy saving standards in Scandinavian countries inspired us to join these two extremes and on the grounds of our experience and Norwegian good practice in rational energy management take steps to support the energy management transformation process in Ukraine. We have decided that training and educational measures, including interactive forms, will bring the best results.

 

Valuable partners have been attracted to take part in the project.

 

In Poland these are the following institutes:

 

Institute of Power Engineering (responsible for economic analysis and technical connections feeding the energy generated from renewable sources to energy systems based on the Scandinavian experience, Polish realia and Ukrainian prospects and for fulfilling  analysis and reports of workshops realized in Poland and Ukraine referring the creation and developing a cooperation platform for local decision makers, energy producers and distributors, stimulated by the scientific environment referring the Regional Energetic Strategy and electro-energetic issues of the successful practice realized in Norway.

 

The Institute of Fluid-Flow Machinery Polish Academy of Sciences (initiator of the eco-energy cluster)

Pomeranian Voivodship Authorities confirming that activity planned in the project are according to the development strategy of the region.

which declared their readiness to prepare analysis of renewable energy resources application from the Norwegian perspective to be presented at particular stages of project development that can be termed milestones as each event will bring us closer to the project goal.

 

These events cover:

 4 conferences in Poland (opening, 2 work conferences and a closing one),

 4 study visits in Ukraine

 and 2 study visits to Norway.

The project is addressed primarily to three recipient groups: self government representatives (local administration), energy producers and distributors and scientific circles. They have the greatest opportunity to influence public awareness of energy conservation issues and use of renewable energy resources. They can influence development of both more favorable economic conditions (authorities) and technical means (producers and distributors) and attitude (science). Keeping in mind that apart from the energy conservation ‘mission’ the point of view varies for each of these groups, our conferences (study visits) may facilitate the reaching of a compromise so that the main goal  - transformation in public awareness – is reached. Conferences (study visits) will be held in three countries, (Norway, Poland, Ukraine), the process of reaching this compromise will take place in different conditions based on different arguments. Such program evolution will , within the 22 months, to reach our goal avoiding clashes.

 

We are so deeply involved in the project as it will also serve our development. A confrontation of ‘two extremes’ Norway and Ukraine with our experience, especially in developing regional energy strategies  and energy supply plans for gminas (towns) which we wish to develop together with Ukrainian partners for 3 regions (Donetsk, Lviv and Odessa). Apart from the earlier mentioned project addressees we also turn to energy recipients (interested in changing energy sources) and producers of eco-energy equipment. This wide spectrum both in Poland and in Ukraine will result in a wider impact of the project.

 

The presence of Norwegian scientists (experts) experienced in energy conservation, mainly due to their environment oriented convictions, guarantee contact with the most sustainable form of rational energy management.

 

The project will be realized from 01 July till 30 April 2011 in the following way:

 

 

I. Educational cycle devoted to energy efficiency in the manufacturing processes, transfer, distribution and receiving of energy – experience of successful Norwegian enterprises using the work   "Best practices regarding conservation of energy and utilization of  renewable energy sources - in Norwegian perspective" – realized in Norway, Poland and Ukraine until September 2010

 

II.  Promoting of multisector cooperation for the benefit of energy saving on the example of the electro-energetic cluster and eco-energy enterprises  - experience of good practice of the Institute of Fluid-Flow machinery – the cycle realized in Poland and Ukraine until February  2011

 

III. Creating of the cooperation forms for the benefit of energy saving  between self-authorities and manufacturers and energy distributors stimulated by the sphere scientific environment according to the Regional Energy Strategy  taking into account the electro-energetic security – experience from successful practice of the Institute of Power Engineering, the result is fulfillment of the work on the topic and reports from the seminars held in Poland and Ukraine until 2011

 

IV. Analysis of the technical and economic conditions of the integration of the renewable energy sources to the electro-energetic system on the example of the Norwegian experience , Polish reality and  Ukrainian prospects- activities realized in Poland, Norway and in Ukraine until November  2010

 

V. Preparation cycle – energetic planning (issues of creating regional strategies, projects of offers for the economic plans of heating, electric energy and gas providing) – experience from the successful practice of the Foundation of Energy Saving in Gdansk , the result of which is 6 works for Ukraine (1 strategy and 1 project of offer for each 3 regions - Lvov, Odessa, Donetsk) – the cycle realized in Poland and Ukraine until March 2011

 

VI. Debate cycle with the participation of the public partners in terms of law and energy security from Polish and Norwegian experience – transformation of the law and activities for energetic security  -the cycle realized in Poland and Ukraine until 2011

 

VII.  Promoting of the realization of the project goals  – the cycle realized during the whole period of the project realization in Poland, Norway and Ukraine evaluated (forms, reports, suggestions) finalized by  the publication summing up the realization in Polish, English, Ukrainian or Russian.
